Got #MediaWiki Version page working but still can’t get the email notifications I want. When any page is changed or added I want emails.

How do I access or create my own Special Version page in #MediaWiki?

#MediaWiki is making no sense to me. I turned on email notification ($wgUsersNotifedOnAllChanges) but am getting nothing. Still need help.
